Sheff Wed Faces a 'Significant Problem', States Independent Regulator

'Our role is integral to football's future' - independent football regulator the new chairman

The Championship club's current difficulties constitute a "significant problem" and the independent regulator is aiming to acquire authority to investigate clubs in comparable cases, the recently named head the regulator has declared.

During an extensive discussion, the regulator, who was named to the position this week, showed understanding towards supporters of the Owls.

The regulator engaged with four supporters' associations representing the South Yorkshire club this week.

The team have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on five separate occasions, including in September.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," Kogan told.

"Sheffield Wednesday is one of the historic institutions for football in England and in recent days we have met fan representatives.

"We are seeking authority... which will allow us to have the club and similar situations submitted for our review if they require examination and acted upon."

Economic Challenges and Proprietorship Status

The team's struggling chairman Dejphon Chansiri stated during the off-season he would be open to selling the club at their home ground, but he has not been able to secure a deal with interested parties.

Missed wage deadlines on time in March and May caused limitations by the league officials in summer, blocking the team from conducting any recruitment activities for the following recruitment periods, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where fans are dedicated to a regional establishment that has been part of their lives in multiple situations.

"I have absolute sympathy for the club's situation, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the supporters."

Questioned about whether the regulator could force an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be treated as a "last resort" and the oversight body would choose to cooperate with proprietors.

"The final option we would consider is start getting involved with an individual club, an individual owner, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the chairman's encountering," the regulator explained.

"But the truth is, when you look back over the history of the game, over the past few decades there have been some owners, not many, but particular people who have shown negligence in the manner they have operated their teams and eventually refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged delegates from multiple organizations to lay out the remit of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made necessary will vanish incredibly quickly," the chairman stated.

"This represents everyone's worst fear in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Considerable investment flowing into the game and has come into football for the past two decades, because there's no guarantee it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the immediate future."

Elite Division Worries

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but the regulator stated: "I fully support the success and growth as an commercial operation of the Premier League.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of the nation. But concurrently, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been advising us privately they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "full inquiry" by the official appointments authority after he acknowledged providing funds to the opposition group in recent years.

The chairman provided financial support for Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my past party membership [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
