AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just eight days before national elections.
Study Shows Consistent Bias in AI Suggestions
The four chatbots tested by the AP “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a report published ahead of the late October vote.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these political entities, the study pointed out.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The deputy head of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”
Election Context and Party Dynamics
Netherlands citizens vote on October 29 in an election that will be keenly observed across the continent for the showing of the Freedom party.
The right-leaning group of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.
All major parties have rejected a coalition with the Freedom party, implying the party that comes second is highly probable to supply the future head of government.
Inadvertent Prejudice Attributed to Chatbot Functioning
The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
